A second, larger cabin bag can measure 55 x 40 x 20 cm and weigh 10 kg, and it rides in the overhead locker. You only get it with Priority & 2 Cabin Bags, which costs €/£12.49 to €/£36 when you add it at booking and €/£19.99 to €/£45.50 afterwards. Regular, Flexi Plus and Time Saver include it.
The 10 kg limit applies to the overhead cabin bag you buy with Priority. For the free 40 x 30 x 20 cm small bag, Ryanair states no weight at all, so size is what the sizer checks. A bag that fails the sizer at the gate is charged the check-in bag fee.
Only one bag, the 40 x 30 x 20 cm small bag, comes with Basic. Regular and Flexi Plus add Priority Boarding and the 10kg overhead bag. Plus swaps that for one 20kg check-in bag. Family Plus gives each group member a 10kg check-in bag and adds one shared 20kg family bag.
Time Saver adds reserved seating in rows 1 to 5 on top of Priority and 2 cabin bags.

Each 20kg check-in bag can measure up to 80 x 120 x 120 cm. Ryanair won't accept any single item over 32 kg or larger than those dimensions. No separate size is published for the 10kg check-in bag.
Excess weight costs €/£13 per kilo, charged at the airport, call centre or kiosk. That applies when a check-in bag is heavier than the allowance you paid for. Nothing over 32 kg is accepted, however much you pay.
At the boarding gate, an oversized cabin bag costs €/£46 to €/£75 under the 10kg line of Ryanair's fee table, and €/£70 to €/£75 under the 20kg line.
